[Localization] Templates (l10n-files.qt.io) missing or empty for Qt 6.10 and 6.9

Hello,

that site was not updated for a while as you can see. You have to build Qt
from source and get the templates by yourself. See
https://wiki.qt.io/Qt_Localization
