[Qt-creator] How to start external GDB-Server / st-util in Baremetal?

I dont know whether this is possible with st-link but if openocd acts a a
replacement for st-util, this would be a feasible solution.

That is correct but so far no progress on this front, there is currently to
many students running around here.
