[Qt-creator] Why QtC does not use QDockWidget for most tool-panel

same for Eclipse. For BlackBerry 10 Cascades / Qt 4.8 apps I used the
Eclipse Momentics IDE where I also can dock everything to everything.
really miss this flexibility to arrange ...
