[Qt-creator] New Installer for 4.13.0

Hi,
we are aware of the issue:
https://bugreports.qt.io/browse/QTCREATORBUG-23682
The context is that the installer build was changed for Qt, and somebody didn’t realize that this page doesn’t make sense for Qt Creator-only installers.
