Hi,
No wizard here but i took a shot at the Necessitas suite that was developed exactly for that purpose by BogDan.

The installer takes care of getting the Android sdk, ndk etc... for you.
Works quite nicely on both os x and linux (i haven't tried windows) and if you're not equipped with a tablet/phone, you can generate a virtual device for testing.
